Proposed addition to the HWE stack

Hello!

We'd like to add some packages to the HWE stack since there are quite a few
packages related to Intel graphics enablement that are not yet there. There
wasn't a whole lot of documentation on adding to the HWE stack (but thank
you to @raof for letting me know that's what I'm looking for), so I have
followed the SRU exception docs as a proxy for that. My wiki is here:

Please let me know if you'd like to see any additions, changes, need
justification, etc.
