(Suggesion) Dedicate Ubuntu the Ubuntu 25.04 release to Steve Langasek?

The Release team will be very happy to do that - I spoke to them
yesterday and everyone is in favour. Steve was instrumental in all the
release milestones and we'd love to prepare a dedication in the Plucky
Puffin release notes now that we also have Mark's +1.
