disabling proposed in daily image builds for noble

Hi folks,

After noting a situation where the Ubuntu Studio noble daily image builds
were significantly larger in size than what was released in 24.04.1, I've
gone ahead and changed the daily image builds for most flavors to build
without noble-proposed as part of the sources.

The historical rationale for building with -proposed enabled is to be able
to build images containing an updated version of the installer, so that it's
possible to do SRU testing of the installer itself.  However, now that most
flavors are shipping their installer as a snap, this rationale no longer
exists and it makes sense to build only out of -updates by default.

I have left PROPOSED=1 turned on for those flavors (Kubuntu, Lubuntu, Ubuntu
Unity) that use calamares as their installer since that is a deb.  But I'm
happy to switch the default for any of these flavors as well, if that's what
the flavor leads would prefer.
