That's exactly what we did recently, requiring fwupd 1.7.0 or later to
actually get the firmware payload from the LVFS:

Note, we'll do this again in a year or two (probably to fwupd >= 1.8.0
when 1.7.x is EOL upstream), as one person can't possibly support 10
years of client and server forwards and backwards compatibility. If
Ubuntu doesn't update fwupd in LTS within the next couple of years
then firmware updates are just going to stop working. Red Hat is also
rebasing fwupd on every supported minor release now.
