Mysterious Phasing Update

I was looking at the log file for the phased-updater today and noticed
that it was checking the Ubuntu Error Tracker for any errors about
autopkgtest for Ubuntu 22.04 LTS. Looking at Packages.gz file[1] for
jammy-updates/main/binary-amd64/ I discovered that the
Phased-Update-Percentage for the package is at 10% (and has been since
early October) and autopkgtest is not appearing on the phasing SRU
report.
Could an archive admin please fully phase autopkgtest version
5.20ubuntu1 for jammy? Of the crashes[2] about version 5.20ubuntu1 only
[3] might be considered a regression but fakemachine is a suggests of
autopkgtest so I think its fine. Additionally, a version of autopkgtest
with the same change has been available in Kinetic since the middle of
September.
