Request for SRU exception for ubuntu-dev-tools

Steve's request was to backport the version of ubuntu-dev-tools from
Focal to Bionic such that new features were available there. However,
looking at the exception which you have drafted it isn't clear to me
that you want to do the same thing. Are you proposing that all releases
of Ubuntu have the same version of ubuntu-dev-tools?

If not I don't really see the need for listing ubuntu-dev-tools as a
special case given that what you have outlined seems to fall under the
regular SRU policy.
