Partially phased updates on release media

I'm unable to use change-override to set the phased update percentage
for a package so would appreciate it if an archive admin could run the
following commands.

./change-override -s xenial-updates -S -z100  unity-control-center

./change-override -s bionic-updates -S -z100  nautilus
