OpenStack Wallaby and Ubuntu Hirsute

Hello Release Team,

With today being feature freeze for Hirsute I wanted to share our plans for
the OpenStack Wallaby release as it pertains to Hirsute. This should be
business as usual, with OpenStack packages having a standing feature freeze
exception.

The feature freeze for OpenStack Wallaby is Mar 8-12
The final release of OpenStack Wallaby is scheduled for Apr 12-16.
This aligns well with Ubuntu Hirsute final release of April 22.

Between now and final release we plan to continue uploading OpenStack
packages. We will make our best effort to get all uploads completed prior
to the final release week for Hirsute.
