Point releases and phased updates

I don't recall exactly who originally brought this topic up, but it
wasn't me so props to somebody else! When a point release, or any
release for that matter, is made the phasing of a package is not taken
into consideration. Subsequently its possible for users installing
Ubuntu 20.04.2 LTS to have update-notifier installed even though long
time users will not because the package phasing is stopped. So given
that 20.04.2 has just been released should we fully phase any packages
on the installation media which are currently stopped[1]?

Additionally, I think it is worth adding an item to the point release
checklist to check on the status of any halted phased updates to ensure
that there are no serious issues which will make it on the point release
media.
