OpenStack Xena and Ubuntu Impish

Hello Release Team,

The OpenStack Xena release is the week before Ubuntu Impish. We plan to
continue uploading OpenStack packages up through the final release of Xena.
This should be business as usual, with OpenStack packages having a standing
feature freeze exception.

The final release of OpenStack Xena is scheduled for Oct 4-8
This aligns well with Ubuntu Impish final release of Oct 14

We will make our best effort to get all uploads completed prior to the
final release week for Hirsute.
