SRU coordination for OpenStack Ussuri final release

Hello SRU team,

I'd like to coordinate with the SRU Team on the final release of OpenStack
Ussuri to Focal.

As you may already know, the final release of OpenStack Ussuri is
approximately one month behind the Ubuntu Focal release. This was discussed
and received a very grumpy +1 from the release team in November [1].

Upstream OpenStack plans to produce final releases the week of May 11 and
we plan to pick those up and upload to the Focal unapproved queue soon
after.

In terms of coordination, we will have 50+ packages to upload and would
like to try and get these accepted into focal-proposed by May 18th if that
is at all possible.

I apologize about the scheduling. Note that the alignment is back in step
with Ubuntu Groovy and OpenStack Victoria, with Victoria releasing a week
before Groovy.
