SRU Exception Proposal: ubuntu-advantage-tools/ubuntu-advantage-pro package

Hello SRU team,

    If possible, we would like to apply for an SRU exception for
ubuntu-advantage-tools and ubuntu-advantage-pro packages.

    Our team has a need to define an SRU exception for publishing new
features and bug fixes for these deb packages into stable releases for new
and/or updated Ubuntu Advantage support offerings on LTS releases. The goal
is to have the same python client running everywhere to allow customers to
attach and maintain support services entitled under their UA contracts.

Since new UA support services are being developed and added to the suite of
Canonical products, we have an expectation that the client will need to be
extended to maintain those services.

   I have added a proposed wiki page[1] documenting what I believe our SRU
automated and manual verification would require to mitigate risks when
releasing/updating ubuntu-advantage-tools/ubuntu-advantage-pro on Ubuntu
releases Trusty through Focal.
