cloud-init SRU process: minor change request to "bonus" testing/validation from Solutions QA team

Greetings all,

The current cloud-init SRU targets Xenial, Bionic, Eoan and Focal[1]. The
text in the cloud-init SRU exception process[2] documents a constraint that
is no longer applicable because their support matrix for testing no longer
includes Xenial.

We would like to update cloud-init's SRU verification requirements from the
Solutions testing team[1] from the following bold text:

Due to the dependency on cloud-init with various other products, the
solutions testing team will run their continuous integration test against
the cloud-init that is in -proposed. A successful run for *each specific
release* will be required before the proposed cloud-init can be let into
-updates.

to the following bold text:

field-**supported
LTS release *will be required before the proposed cloud-init can be let
into -updates.

This should not represent additional risk because:

1. Previous cloud-init SRUs received bonus verification on Xenial and
Bionic from the Solutions QA team on Xenial and Bionic. But we determined
the Xenial and Bionic test coverage performed was duplicate testing of what
is covered by MAAS automated tests which are still run on this SRU

2.  The new bionic test harness created by Solutions testing team is more
deep and broad than previous SRUs,

3. Solutions QA testing only targets "field deployment readiness", so the
testing here is with Bionic because support in the field of Xenial is
uncommon.

Expectation at some point this cycle will be that Focal deployments will
need to be considered "field ready", but that test harness is not available
yet.
