OpenStack Victoria and Ubuntu Groovy release alignment

Hello Release Team,

I'm sharing our plans for the OpenStack Victoria release as it pertains to
Ubuntu Groovy. This should be business as usual, with OpenStack packages
having a standing feature freeze exception.

In the new few weeks we'll be uploading new upstream releases for OpenStack
dependencies and milestone 3 snapshots for OpenStack. Feature freeze for
OpenStack Victoria is the week of Sept 7. We plan to upload release
candidates and bug-fix dependency releases through Sept and early October
as needed. OpenStack Victoria's final release is the week of Oct 12-16, a
week before Ubuntu Groovy, so we should be able to get the final releases
uploaded the week before Ubuntu Groovy's release week.
