new proposed migration report: "rcbuggy problem packages"

Hi,

We've just added a new proposed migration report:

The idea here is to identify packages that are not in debian testing
because of release critical bugs that are preventing other packages from
migrating to release. Such packages are definitely candidates for speedy
removal from the archive and historically diagnosing such packages has been
a tedious process.

It's a new report so there might be more tweaks we need to make but it's
already been at least a bit useful!
