I think that's due to the prior versions having been in and out of proposed
during the Cosmic development cycle.
Those where all interim uploads/fixes I made in-cycle. They don't have
tags assigned for verification so I don't think they should be blocking the
SRU but I do see that they show up in the pending sru report.
I can add appropriate tags as the testing completed covers ceph in its
whole (and is not bug specific).
