Since the goal is to eventually use britney to promote SRUs (in order to
give us additional safeguards about installability that we currently lack),
I think always add the necessary hints to make the SRU pass according to the
proposed-migration report (e.g. 
http://people.canonical.com/~ubuntu-archive/proposed-migration/bionic/update_excuses.html).

For historical autopkgtest results, you can find these under e.g. 
http://autopkgtest.ubuntu.com/packages/n/nplan/xenial/armhf
