Certbot SRU exception

I've prepared SRU exception documentation for the Certbot family of
packages (think Let's Encrypt) at:
https://wiki.ubuntu.com/StableReleaseUpdates/Certbot

The current SRU tracking bug is https://launchpad.net/bugs/1640978

I'd appreciate review of this plan please. If there are no objections,
I'll go ahead and add this as an approved policy exception to the main
SRU documentation and upload my proposed branches[1][2].

[1] I've already obtained a review +1 from a core dev for the proposed
uploads themselves, so I believe this fulfills the usual two person
sponsor+SRU hat review requirement.
