Bionic Beaver Alpha 1?

Hey Simon,

Happy holidays!

Ubuntu Budgie will not be participating in Alpha 1, however, we will be in
Alpha 2. I also added some of the alpha 2 pages in prep over in the wiki,
as well as signed up to do both alpha 2 and beta 1 release management.
