chrome-gnome-shell yakkety sru not fully published

I looked a bit to see if the phased-updater was involved and found that
the last thing it did was to increment the phased-update-percentage from
10% to 20%.

chrome-gnome-shell from 10% to 20%"

Also during that day Steve fully phased chrome-gnome-shell per my
request which probably created the race.  Is there some way we might
have avoided this?
