Announce: britney checks components of dependencies now

Hello release team,

FYI, as of last week, proposed-migration [1] now checks components of
the dependencies of proposed packages. If any of them violate the OGRE
model, e. g. a main package grows a new dependency to a universe one,
britney will now hold back the package with an "uninstallable" excuse.
This package should then appear on [2].
