Enablement of boottest during proposed-migration

The CI team has completed enablement of the Ubuntu Touch boot test as part
of the proposed-migration process.

This test performs a single reboot of a phone device provisioned with the
latest devel-proposed image plus the binary packages from the source
package under test. This boot test is limited to only those source packages
which have binaries seeded into the Ubuntu Touch image.

For packages that meet this criteria, a "Boottest result: " entry will be
present in the excuses report [1]. The proposed-migration wiki page [2] has
also been updated to cover this new criteria.
