Postbooks package sync during freeze

The postbooks 4.1.0 packages in utopic don't work with postgresql >
9.1.  utopic has 9.4 beta

I've made a sync request to put 4.7.0 into utopic - I realize this is
extremely late but this is a consequence of Ubuntu shipping a beta
PostgreSQL when upstream is testing with 9.3

Please let me know if this is OK, if it needs to be announced anywhere
else or if there are any other steps I need to take to get this package
synced correctly.
