upower transition is stuck, update_output.txt doesn't say why

gnome-settings-daemon 3.12.2-1ubuntu3 didn't build, due to depwait. I
uploaded ubuntu4 to sort that out.

I managed to figure out it was this package by testing with chdist.
Eventually, by repeatedly adding packages (after starting with just
gnome-shell-extension-weather libupower-glib1-), I got to
chdist apt-get vivid-proposed-amd64 --dry-run install \
gnome-shell-extension-weather libupower-glib1- gnome-shell \
gnome-session
which showed that g-s-d itself was uninstallable.
xdiagnose was a red herring - proposed-migration is only trying to
update vivid with the list of packages contained in the hint; as
xdiagnose wasn't in there (it is held up at the excuses stage), it's not
being taken into account. If you were seeing this in your apt output,
you could have asked apt to consider the vivid version instead.
