12.04.4 status

Dear developers,

precise-proposed is now frozen for the 12.04.4 release *this Thursday*,
2014-02-06.  Any remaining uploads must be critical for the point
release.  If you have any doubt, consult with me on #ubuntu-release.
Candidate images are being built as I type; I still expect to respin
d-i-based images for bug 1263740, but you'll need to ask me if anything
else needs to be respun.

I've updated the skeleton of
https://wiki.ubuntu.com/PrecisePangolin/ReleaseNotes, and made some
basic adjustments to flavour subpages, but I'd appreciate it if flavour
leads could make any necessary updates to their subpages to fill in
information about substantive changes in 12.04.4.  I'll be preparing the
detailed change summary tomorrow morning.
