Freeze length for alpha milestones

Yeah. I actually thought we'd pretty much agreed on this in the last
similar thread a few months ago.

I think we also agreed that this shorter freeze would include the
'core', and that if flavours want it then they could have a longer
freeze including packages on their media only. Is my memory right?
