Release Task Signup time for Saucy Milestones

Earlier today, Pete put up the skeleton for the release task
signup for saucy.  It would be lovely if people jumped in and
started filling out tasks they're willing to volunteer for.

During the milestones that Ubuntu isn't participating in, I
would love to see community folk (Scott, Jonathan, Jonathan,
I'm looking at you) volunteer to do the administrative tasks,
while we'll obviously have Canonical engineers deal with the
respins as usual until we sort out a way to make that a bit
easier for non-Canonical flavors to manage.

Pete and I have already tossed our names in for Final Beta
and Final, but if anyone feels the urge to try their hand at
final notes and such, we won't turn down the help.
