proposed-migration blocked for 13.04 release

So that we can stage zero-day SRUs in raring-proposed if we need to,
I've blocked all automatic migration from raring-proposed to raring
until release, and updated ReleaseProcess and NewReleaseCycleProcess to
match.  This is just a technical change, not a policy one, and the
release team can continue to let things through as normal; use "unblock
SOURCE-NAME/SOURCE-VERSION" in your hints file in
lp:~ubuntu-release/britney/hints-ubuntu.

(If you're in ~ubuntu-release, don't have a hints file set up yet, and
want to know how, feel free to talk to me.)
