Ping for opinions. The caveat below needn't block deployment of the LP
change, just its enablement.

I didn't address the fact that this would cause -proposed to be hit by
bug #888665, and so couldn't be enabled for Ubuntu until this is fixed.
The correct fix (at least for -proposed, probably also for -backports)
would be to ignore NotAutomatic on the buildds so that builds behave as
they do now. That will be important when we start to redirect all
uploads to -proposed.
