[SERVER] Quantal Features Defined

Hi,

Ubuntu Server will be mostly focussing on the following features for the
Quantal release cycle:
 * Juju Policies (charm maintainer, best practices, charm store)
 * Juju Automated Charm Testing
 * Openstack Cloud Archive integration and testing
 * Further consolidation of Openstack (Folsom) components. 
 * MAAS enablement on ARM
 * MAAS deployment improvements
 * Solidifying Ubuntu Server bug triage process
 * Focus on networking topology improvements
 * Improved power control (powernap)
 * lxc, libvirt, and kvm improvements
 * Review ISO architecture flavours being released.
 * Installer improvements, switching to squashfs based image.
