Doing away with the unseeded universe final freeze

Hi,

In one of the UDS sessions we discussed the various freezes and it was
decided that the unseeded universe final freeze we had for Precise isn't
very useful. For uploads which don't affect the images, we should be
allowing people to get fixes in as late as possible.

So I got an action item to liberalise the freeze somewhat. I killed the
wiki page for UUFF, and added some sentences to the end of

Give it a read and let me know if you see any problems. Or fix them
yourself.
