binutils & gcc updates in quantal

quantal did see some binutils and gcc updates this week.

 - binutils is updated to a recent snapshot; it's verified
   to build working openjdk, gcc, python and the kernel,
   no regressions in the testsuite.

 - GCC is updated to the recent Linaro 2012.07 release,
   and to the recent 4.7 fsf branch.  The branch now includes
   the fixes to restore binary compatibility for files which
   are built with mixed C++ modes (c++98/c++11).
   Again, no regressions in the gcc testuite itself.
