GCC-4.6 update for precise, and preparations for GCC 4.6.3

gcc-4.6 was uploaded to precise. The changes include upstream bug fixes (fixing 
three wrong-code issues, two ice-on-valid-code issues, an ice-on-invalid code 
issue, an x86 target issue, an arm target issue and two libstdc++ issues), and 
more bits for the cross-toolchain packages. See the ChangeLog.  This upload 
corresponds to the GCC-4.6.3 release candidate [1].  I plan to upload the final 
GCC-4.6.3 release once it is released at the end of next week, after the beta 
freeze.  I'll coordinate with the kernel team about the upload sequence after 
the thaw.
