Ahh, looks like this was done for oneiric and then it fell out of main
again because nothing ever ended up depending on it.

With that in mind, I'm happy to un-revert the reverts and promote this,
and the duplicate MIR isn't needed.  Thanks for hunting this down, and
yet another example of why pre-promotion isn't a good thing, for those
watching along at home. :P
