Standing FFe for stuff in the sponsorship queue at feature freeze

I would like to request a standing FFe for all items in the sponsorship
queue before feature freeze.  I don't feel that people's work should be
thrown away due to a lack of available sponsors before Feature Freeze as
we're all trying to get our own stuff in during that time.  I propose
that they be granted a freeze exception until beta 1 and that pilots are
requested to focus on those items first.
