This is just Upstart using inotify for its internal use as part of
another feature, much in the same way that it already uses inotify to
spot when you change files in /etc/init/. The feature Evan needs is
exposing inotify as a kind of event, which is quite different and as far
as I know not scheduled for this cycle.
