Proposed new release team members

Thanks Scott for moving the discussion here.  I was gonna ask you to
send an email.  You're always faster than me!

I reckon the main question we ought to ask ourselves at this point is
the following one.  Do we indeed need new members?  I recall there was
an email sent to this mailing list last year which had a similar
subject, can't remember what the conclusion was, unfortunately.

In my opinion, last cycle, we have managed to cope with roughly all the
Feature Freeze exception bugs.  And let's not forget that Stefan wasn't
around to help with the release tasks (he is currently busy writing his
PhD thesis).  Well, there are indeed times when we get loads of bugs and
the queue gets bigger and bigger but I *think* we have always managed to
get it to a certain number where we can easily deal with them.

That being said, I believe that if we all agree that we need new members
to deal with the Universe bugs (Main is doing pretty well), then I think
Iain and Stefano are good candidates.
