It is opening up of the archive to accept input, and switching the
development release over to it on day+1 per
https://wiki.ubuntu.com/NewReleaseCycleProcess. Toolchain prep should be
beginning now, per the checklist in the NewReleaseCycleProcess
checklist ;)
