They don't. I mean they probably do, but they don't see people
reporting bugs as helping.
They treat bug reports as requests for support.

It's unbelievable how little care they put into testing upgrades.
It seems like they genuinely expect users to wipe out their computer
and reinstall the whole operating system from scratch every time.
That's not to say that if you do, you can expect it to be free of huge
crippling bugs, but anyway...
