manually reporting crash

I'm testing several Ubuntu 17.04 Beta2 versions in a VM. Kubuntu has written 
three crash reports to /var/crash however apport did not run to report the 
crashes as it usually does. The crashes are

21481 Mar 30 17:34 _usr_bin_kwin_x11.1000.crash
23156575 Mar 29 20:58 _usr_bin_plasma-discover.1000.crash
19187 Mar 29 21:06 _usr_sbin_update-apt-xapian-index.0.crash

According to this
0 Mar 29 21:02 _usr_bin_plasma-discover.1000.uploaded

The report for the 2nd crash in the list did upload however I was never taken 
to the crash report in Firefox.  The other two do not have *.uploaded files.  
What do I need to do to actually report these crashes?
