bug 1466574 - tests 1438 asks to choose UTC but no option in the installer

I found that the testcase 1438 for jeos on kvm asks to select UTC as the time zone but the option to do this in the newer version of debian-installer allows only local time zones when I select a location in the United States. I am not sure if this is the testcase is wrong or if an option is omitted in the installer.
