This isn't a fully closed list, Alberto, none of the main lists are. 
Including bugsquad or bug control.

Granted, you have to go and confirm you want to subscribe to the list,
and if you're NOT on the list you can email the list and wait for your
posts to be approved by moderators, but it's not a closed list, no.  And
it's archived publicly.

What, may I ask, prompted the question?
