How to report bug on Ubuntu website

How do I report an error that is on the Ubuntu website? Notably:
1. Go to www.ubuntu.com
2. Click on Download in orange menu bar
3. Click on Ubuntu Desktop under Get Ubuntu
4. Click on second orange Download button, which takes one to
http://www.ubuntu.com/download/desktop/contribute/?version=&architecture=amd64
where the only option is Pay with Paypal.

Clicking on the first orange button however takes one to
http://www.ubuntu.com/download/desktop/contribute/?version=14.04.3&architecture=amd64
where there is also a "Not now" link which downloads without paying.

Whether even there the prominent option should be to pay is another matter.
