[Ubuntu-phone] [MAINTENANCE OUTAGE] Ubuntu Touch and Ubiquity CI Testing

The planned outage for Thursday, April 9, 2015 mentioned below has been
postponed. It is tentatively reschedule for May 5, 2015. A new notice will
be sent when that date approaches.
