Depends on a series of factors. Usually the ones we -- *Ubuntu*
triagers -- are interested in will be accessible by members of the Bug
Control team.

Private bugs under different projects (in other words, *not* opened
against an Ubuntu package) will be accessible only to members of the
affected projects.

Security bugs that are opened private are only accessible by the
Security team.

In general, private bugs opened against an upstream project are only
accessible to project members.
