Workflow are *NOT* bugs. They are set as bugs because this is what
launchpad allows. The so-called "workflow bugs" are outside the scope of
triaging. Bug management does not apply to workflow bugs.

Please, let us concentrate on actual bugs, and leave workflow bugs aside.
