[Ubuntu-laptop-testing] Final Beta of Ubuntu 13.10 available for Laptop Testing

Ben, do not worry! I've been telling people about the 14.04 release as we
are that far in the 13.10 that we're now planning for it!

I'll make a mention of the request on
https://www.facebook.com/groups/UbuntuQA/ hopefully Ali will pass the word
to other QA areas.
