I think this is going to be a problem inherent to every single system
out there similar to hangouts.  Even Skype, which is free (but not as
"public" for everything), and other video/audio hangout-like services
implement such age restrictions in compliance with the laws that exist
for various countries.

The thing is, though, we *do* have IRC channels alongside the
hangouts, as long as someone in the hangout keeps an eye on the IRC
channels, the younglings can still in theory participate in a hangout
discussion.
