12.04.1 to 13.04 Update Bug

Distibution upgrades are only supported and recommended between each
release (12.04 to 12.10, 12.10 to 13.04) or LTS releases (10.04 to
12.04, 12.04 to 14.04).

Is this a typo or were you really upgrading from 12.04 to 13.04?
