I have already covered this in PM.... Please read what the wiki page says.
How do you know what information a dev / bug fixer needs? So many bugs get
marked as 'incomplete' while the information of the hard ware is awaited.
Here, in one simple link it has everything a bug fixer would need. All
neatly laid out for them.
Or, put another way? It is not mandatory you put your details onto the
table, but spreading FUDD is not helpful.
People either put their details up onto the table so as to reduce the times
when bug-fixers ask for details, or they do not. If Apport pulls personal
details, it marks it has private until the senior bug team member can
remove such personal data. And example of which can be found here [1].
